The Kentucky Non-race Breeders’ Incentive Fund is a special incentive fund which has been set aside for “all other breeds” to earn money competing in shows and contests, rather than racing. To help understand this program, the Kentucky Horse Racing Commission thought it would be helpful to post a list of frequently asked questions below.

*NEW* (updated May 1, 2009) -- Kentucky Horse Breeders' Incentive Fund (KHBIF) has issued the following statement to clarify the article titled “Fund Walks Away from Walking Horses” in Horse & Rider’s May 2009 publication:
Kentucky Horse Racing Commission deferred the Kentucky Walking Horse Association (KWHA) 2009-2011 application at the Feb. 10 commission meeting until the Rules Committee and commission feel confident that KWHA has effectively implemented policies and procedures to address the issue of soring. In 2008, the KHBIF added language to the regulation, (811 KAR 2:120), prohibiting payout of incentive fund monies, to any individual cited for violations of the Horse Protection Act.
